One year ago, the Mayor launched the process to create Los Angeles’ first-ever Capital Infrastructure Plan (CIP)—a long-term plan for how the City will build and repair the public infrastructure we all rely on: streets and sidewalks, parks and libraries, storm drain systems, community centers, and more.

Every major city except Los Angeles already has a CIP to guide billions of dollars in infrastructure investment each year. The lack of a CIP has produced a situation where city departments with overlapping responsibilities fail to effectively coordinate with each other, leaving all of our neighborhoods waiting decades for basic upgrades and repairs. And despite nearly twelve months of development, the City has hardly shared any updates about the CIP.

Further, there is no plan to include community members in shaping the CIP’s priorities.  

Key questions remain unanswered: Will Olympic-related projects jump to the front of the line? Will big, district-wide initiatives outweigh block-by-block neighborhood needs? Will historically under-invested communities get their fair share of resources?

 We are calling for:

  • Meaningful, ongoing public participation in the development and implementation of the CIP; and

  • Public accountability and transparency, such as public dashboards and / or regular progress reports.
